Senate GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

US lawmakers are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as GOP senators floated a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.

Deepening Consequences of Federal Closure

The effect on US citizens from the longest closure of the US government in history worsened on Saturday, as government employees went without pay, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Proposal from Golf Course

As weekend session got started, GOP senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the consumer," one senator said.

Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Reaction

Democratic senators shared alarmed responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator reacted to the criticism of insurance companies by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."

Continuing Negotiations

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the ACA payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the subsidies.

"Doing nothing is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a solitary Democratic vote.

Some observers indicated that the essence of such a plan would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that failed to garner enough backing in 2017.
